2019 Continuum of Care Program Competition Resources

On July 3, 2019, the U.S. Department of Housing and Urban Development (HUD) released a Notice of Funding Availability (NOFA) for the Fiscal Year 2019 Continuum of Care (CoC) Program Competition. The deadline for submitting applications to HUD is 5:00 p.m. Pacific Time on September 30, 2019. This year, our CoC will apply for $26.2 million in annual funding for homeless services, most of which support 40 existing permanent and transitional housing programs operated by more than 18 local nonprofits and governments. Together these programs help to house more than 1,500 formerly homeless households throughout Multnomah County.

As required by HUD, the CoC Consolidated Application—including the CoC Collaborative Application and the CoC Priority Listing—is publicly posted at least 2 days before the 2019 CoC NOFA application submission deadline. The Resource Advisory Committee met on Wednesday, August 21, 2019 to select new project proposals to put forward to HUD under the Domestic Violence Bonus, regular Bonus, and Reallocation process; and to finalize the ranked project list. The Committee used the criteria and process described in the 2019 CoC Reallocation Process, 2019 Renewal Project Rating & Ranking Process & Criteria, 2019 Permanent Housing Bonus and Reallocation Project Solicitation and 2019 Domestic Violence Bonus Project Solicitation to conduct this work.

2019 CoC NEW PROJECTS

As part of this year's CoC Program Competition, CoCs may submit new and expanded project applications under the bonus and reallocation process, and under the Domestic Violence (DV) Bonus process. The Joint Office of Homeless Services released solicitations for bonus and reallocated funds and DV Bonus funds on July 19, and pre-applications were due on August 14. You can find information about the solicitations below.

Organizations selected by the Resource Advisory Committee to apply for HUD CoC funds must submit a new project application in e-snaps by Friday, August 30, at 5:00 PM.

  • May 1: CoC grantees review Calendar Year 2018 APR data and complete any necessary data clean up

  • May 8: CoC grantees complete the 2019 AHFE CoC Renewal Project Survey and 2019 CoC Renewal Project Operating Budget Survey

  • Aug 16: CoC grantees complete Renewal Project Applications in e-snaps

  • Sep 13 (or before): CoC project rating & ranking results and Tier 1/Tier 2 placements are finalized by the A Home for Everyone Resource Advisory Committee and posted online

2019 CoC Reallocation Process

Reallocation is a process that CoCs use to shift funds in whole or part from existing eligible renewal projects to create one or more new projects without decreasing the CoC’s Annual Renewal Demand (the amount of renewal funding we are eligible to apply for in a given year). HUD prioritizes funding for CoC’s that demonstrate the ability to reallocate resources to higher performing projects. In 2019, $68,898 was reallocated to new projects based on the annual CoC solicitation process described below.

BONUS AND REALLOCATION

A Home for Everyone is seeking applications for new or expanded projects to provide permanent housing for people experiencing homelessness. Priority will be given to projects that will most effectively address the housing and service needs for a community of color that is over-represented in Multnomah County’s homeless population, and projects that will most effectively address these needs for LGBTQ people of color. Multiple projects serving different and/or overlapping populations may be selected. Selected projects will be invited to apply for renewable federal funding totaling $1.2 million annually.

For the second year in a row, HUD is making available new funds through a DV Bonus to provide housing and services to survivors of domestic violence, dating violence or stalking. DV Bonus grantees must be state certified victim service providers by date of award. Selected projects will be invited to apply for renewable federal funding totaling $665,638.

Selected project(s) will be invited to apply for renewable federal funding estimated to total $1.3 million.

2016 CoC Consolidated Application - Submitted

The CoC Consolidated Application was submitted by the Joint Office of Homeless Services to the U.S. Department of Housing and Urban Development (HUD) on September 13, 2016 at 4:00 PM. The application is for more than $20 million in annual funding for homeless services, most of which support 47 existing permanent and transitional housing programs operated by more than 18 local nonprofits and governments. Together these programs help to house more than 1,500 formerly homeless households throughout Multnomah County. We expect to hear back from HUD in early 2017 and will post an update here when we do.

New projects

The Resource Advisory Committee has elected to allow projects currently operating as Transitional Housing to voluntarily reallocate their funds to new permanent housing projects under the conditions allowed within the 2016 NOFA. Projects choosing to do this and selected bonus projects must complete a new project application. Reallocated project applications are due on August 12 at 5 PM. Selected bonus project applications are due on August 24 at 5 PM (these projects will be notified of their selection by August 17). 

Resource Advisory Committee meetings

The Resource Advisory Committee (RAC) is comprised of non-conflicted members of the AHFE Coordinating Board (i.e. members who do not work for an organization receiving CoC-funding). At its July 6, 2016 meeting, the Coordinating Board reauthorized the RAC to finalize rating and ranking criteria, use these criteria to rate and rank renewal projects, develop a solicitation process for new bonus projects and new projects funded through reallocation, and select new projects to include in our 2016 CoC application. The RAC conducted this work over the course of two meetings.
